Vintage German Metal Badge No Parking?

This little metal badge seems to be about no parking but I cant see why anyone would have needed to wear a badge for that purpose! A crossed out 'P' on the front and 'parkverbot' on the back. Comes in fair condition and measures one inch in diameter.
