Small Hants Hampshire Brass Shoulder Title

A small title (the second photo compares it to the standard other ranks title). Perhaps officer issue, red cross or a part title for some of the smaller titles worn by the Territorial battalions or cadets (see Westlake Nos 1102 - 1119 inclusive) but with separate letters and /or numerals above.
