Unusual Large Pattern Brass Button with Kents Horse rearing above a blank scroll

Possibly of civilian / transport / trams interest rather than military. Original shank. Sharp detail. Small stain to front of hind foot of horse, otherwise very good condition. Circa 23mm in diameter. Information on identity welcome.
