Interesting Imperial Stick Pin

This pin features beautiful blue enamel and what looks like an Imperial eagle. Other than that, we honestly do not know what this is for. Some kind of para-military organization, perhaps? It is well-marked on the back with maker's information, being produced in Stuttgart. The stick pin is knurled. Great condition.
