Rare Wreath and Cockade Assembly

The organisation which issued this original wreath and cockade assembly remains unknown to us-if you have any information please let us know. It may relate to the Finnish navy and consists of a black felt background on which is fixed a beautiful gold thread icanthus? leaf wreath, to the base of which is secured crossed batons or similar. in the centre is a beautiful, blue enamelled flag on a gold flagpole assembly, the flag carrying a gold Swastica. A superbly detailed item which has yet to be identified, but must be extremely rare?
