Black Pouch - Possibly for a Bicycle

This has no markings, but the construction looks military. The way it is made, it looks like many bicycle pouches; there are 3 spots on the side for small straps like on a bicycle pouch and the diameter of the straps is about right for a bicycle frame. One of the little straps is missing. The leather shows wear, the worst areas are the tabs and the corners. The pouch itself is fairly soft and flexible. The little straps are starting to get hard and need some oil to bring them back. It measures about 9 1/4' by 5 1/8' by 3 1/2'
