WWI German Money or Tobacco Bag

WWI German bag. I am unsure if this is a tobacco bag, a money bag, or a small sweetheart purse. It depicts the Imperial German flag and flowers on the front. The pull strings and bottom tassel are German colors as well: red, white and black (although the red has dulled and is a more pinkish hue and the white has darkened slightly over time).The bag is in good condition considering its age but it does show wear. There is some staining on the front and some fading throughout (mostly noticeable on the sides when the bag is opened up). The inside is white (which has darkened as well) and it is a little dirty. The bag is still strong enough to be used. The body of the bag measures approximately 7 3/5' tall.
