The medal was instituted by Royal Order of February 1, 1899, creating a medal for the army and the Navy and another for the volunteers.A golden royal crown, the medal is circular and made of bronze, surrounded by a laurel, with the effigy of the king and queen regent with the inscription 'Cuba Campaign 1895-1898' and on the back the initials AXIII and the inscription 'to the army of operations'.
