Leather Cigarette? Pouch

Period German leather pouch with a belt loop. I initially thought it was for cigarettes as its very similar to a cigarette or cigar pouch, but the elastic retaining loops inside and the belt loop makes me think its possibly for some kind of tool accessories or maybe small pencil set. In decent used condition.
