Late war steel Army/Kriegsmarine buckle by C.T.D. 1943

Could either be for army or Kriegsmarine use as these late war buckles didn't came with leather tabs anymore so there is no acceptance stamp to tell us if it's navy or not – so both are possible. Many people refer these as just navy but we all know now they could also be army. Rare maker for this type of buckle, C.T.D. dated 1943.
