The front bears two large Kanji characters which translated toARMY, so this is more than likely an Army Signal Corps flag.There is very heavy damage and staining across the flag, with tearing and loss of material in places across. It is multi-piece construction, with some areas showing an almost quilt-like stitch pattern.
