The hat is in good condition and this is the Russian M38 'Panamanka' tropical hat.
It was produced by the Moskvoshwei factory and the hat is marked on the inside.
On the 10th of March 1938 the M38 tropical hat was introduced to the Soviet troops in the Central Asian, North Caucasian and Transcaucasian military districts and Crimea.
